SPAK sends former Himara Mayor Jorgo Goro to trial for corruption and asset concealment

Albania’s Special Prosecution Office Against Corruption and Organized Crime (SPAK) has sent former Himara Mayor Jorgo Goro and several of his former subordinates to trial, accusing them of abusing their positions and concealing assets.

The details

According to SPAK’s investigation, Goro is accused of misusing his office on two occasions related to the illegal transfer of property and failing to declare his hidden assets.

  • SPAK found that Goro had undeclared interests in an 81.41 m² apartment in Tirana, which is officially registered under another individual, G.S. Despite this, Goro allegedly maintained actual ownership and economic interests in the property.

Goro’s 2020 and subsequent declarations of private interests failed to mention any ownership, possession rights, or expenses related to this property, a clear violation of asset declaration laws.

  • The property has been placed under preventive sequestration by the Special Court of Appeals for Corruption and Organized Crime, based on Decision No. 28 dated July 31, 2024.

Property scheme uncovered

SPAK’s investigation also revealed that Goro and his associates altered property records, confirming a surveying plan that falsely located a property (No. 36/341) in a different geographic area from its registered documentation.

  • The defendants assigned a new property number (36/35) without any legal basis, exceeding their authority. This false surveying plan was used throughout the property development process, leading to the issuance of a construction permit for the company “AG.TCC” sh.p.k.

What’s next

Both properties involved in the case have been placed under preventive sequestration due to their illegal creation through falsified documents and unlawful actions by public officials. The Special Court has issued rulings for these actions under Decision No. 107 dated September 28, 2023, and No. 176 dated March 28, 2024.
