Why is this important: The unexpected decision resets all proceedings in a case that has become symbolic of alleged corruption and misuse of public funds in Albania. Millions of euros were reportedly paid for works that were never completed. The fact that the Court took the decision based on procedural issues, also raises questions about the performance of SPAK prosecutors.

Why is this important: Despite heated debates and mutual accusations during the last parliamentary session of this term, which began at 10 a.m. and stretched past midnight, the majority and opposition united to approve the principle of the draft law. However, the Socialist majority rejected two Democratic Party amendments proposing the cancellation of unpaid utility bills for electricity and water. Frustrated, Democratic Party MPs abstained from the final vote on the draft law, which passed with 73 votes from the ruling majority.

Why is this important: Nearly half of Albania’s population resides abroad, making the diaspora a vital resource for the country’s development. Strengthening institutional support for the diaspora is essential for safeguarding their rights and fostering their engagement with Albania. Emigrants contribute significantly to the country’s economy, with remittances increasing by €100 million this year alone, reaching €700 million in the first nine months of 2024, according to the Bank of Albania.

Why is this important: The incident highlights the ongoing fragmentation within the opposition and the inability of the Democratic Party to build bridges of communication with opposition factors as it approaches the May 2025 parliamentary elections. 

Why is this important: SPAK is the cornerstone of Albania’s justice reform. The Structure was launched to combat corruption and organized crime and with its performance, in just five years, it has won significant public and international support. However, the institution remains a target of criticism from the opposition, and especially its leaders Sali Berisha and Ilir Meta, both under investigation for alleged corruption during their time in power. Berisha faces accusations related to the privatization of a sports complex to benefit his son-in-law, while Meta is under scrutiny for corruption and undeclared assets after holding top state positions, including prime minister and president.
