New platform for external voting to cost €3 million

The development of a platform to register emigrants wishing to vote will cost €3 million. Additionally, mailing voting ballots to Albanians residing abroad will incur postal costs ranging from €30 to €40 per person, depending on the international postal service chosen. This measure, advocated by the opposition, is intended to ensure that votes are not subject to manipulation.
Context
For the first time, emigrants and Albanians who are outside the country on election day will have the opportunity to vote in the 2025 parliamentary elections. The recent amendments to the electoral code, which facilitate diaspora voting, will come into effect in mid-August. This gives the Central Election Commission approximately nine months to establish the necessary infrastructure for the technical aspects of the voting process.
Despite having two years to implement comprehensive electoral reform, both the ruling majority and the opposition failed to achieve a full overhaul. In the final hours of the last parliamentary session, an agreement was reached, and a document with legal amendments concerning emigrant voting and the candidate list formula was submitted to the assembly. These changes were mandated by decisions from the Constitutional Court, which required parliamentary action.
