Socialist MP to face trial over public procurement scandal
The Special Structure Against Corruption and Organized Crime (SPAK) has sent Socialist Party MP Plarent Ndreca to trial, accusing him of serious irregularities in a public tender during his tenure as Secretary General of the Ministry of Interior. Sixteen former officials from the Ministry and associated agencies are also implicated in the case.
Why is this important: The case highlights the consistent efforts to fight systemic corruption regardless of the political affiliation of the accused. SPAK alleges that the accused caused financial damage amounting to 34,248,000 lekë by favoring a specific contractor, who failed to meet legal requirements.
Context: SPAK’s investigation revealed that key officials from various agencies—including the National Agency for Territorial Development and the Territorial Protection Inspectorate—worked to ensure the contractor’s consortium won a public tender for the reconstruction of police stations. Originally valued at 54,234,000 lekë (excluding VAT) for four stations, the contract was reduced to cover just two facilities due to insufficient funds.
Despite this budget reduction, officials proceeded with the contract in violation of procurement laws. SPAK claims the Secretary General played a central role in bypassing regulations to favor Radovani’s bid. Supporting evidence includes falsified documentation justifying incomplete project deliveries.
Key players and impact: In addition to Ndreca, procurement unit members and tender evaluation committee officials face charges for manipulating procedures. SPAK alleges these actions not only violated the law but also undermined public trust in governance. The financial damage remains unresolved, with the contested payments held up by objections from the State Police Directorate, which flagged irregularities in the process.
