Major parties continue negotiations on Electoral Code amendments

Negotiations between the two major political forces in Albania are ongoing regarding amendments to the electoral code.  

Why is this relevant

Friday marks the deadline for parliament to vote on amendments to the electoral code. Without both sides reaching agreement by this Wednesday, they will fail to submit the agreed document requiring 84 votes for approval. If this deadline is missed, emigrants will not be able to vote in the 2025 elections. Friday is also the last session of parliament for this session; hence amendments must be approved to allow the Central Election Commission to prepare all necessary infrastructure for Albanians living abroad to exercise their voting rights.

Bledi Cuci, the chairman of the Socialist parliamentary group, has stated that consensus has been reached with the Democratic Party. Discussions are focusing on the calculation formula for allocating parliamentary seats—whether to proceed with open-list proportional representation or set a threshold as stipulated by the Constitution.

The two major parties have also agreed that all Albanians with a valid address to receive voting ballots by mail can participate in the elections. This includes students studying abroad, as well as Albanians present on election day in diplomatic and military missions.
