EU Ambassador to Pristina calls for swift formation of Kosovo government to unblock EU path

Brussels needs a partner in Pristina, said EU Ambassador Aivo Orav on Tuesday, urging Kosovo’s political actors to form a government without further delay. Speaking at the “Kosovo Toward the European Union: The Road to a Solution” conference, Orav emphasized that the EU cannot move forward with integration steps until it has an executive counterpart to engage with.
Why this is important: Kosovo remains in political limbo after repeated failed attempts to constitute its parliament, hampering progress on critical EU integration reforms. The EU’s demand for a functional government signals growing frustration with the stalemate and raises the stakes for parties dragging out the impasse.
Context: Despite 22 attempts, Kosovo’s parliament has failed to convene and elect leadership, leaving the country without a functioning executive nearly two months after the elections. The EU now openly acknowledges that this paralysis is blocking diplomatic momentum.
“We need a partner to talk to,” Orav stated, while noting that although President Vjosa Osmani has been cooperative, a full government is necessary to advance integration talks.
Orav also commented on EU punitive measures imposed on Kosovo over tensions in the north, confirming that their removal has begun following recent progress. Still, he cautioned that this process depends on sustained cooperation from Kosovo authorities.
“The gradual lifting of EU measures has started but moving forward will require close and effective cooperation with the authorities here,” Orav said.
He also reiterated the urgency of addressing the Association of Serb-majority Municipalities, calling it a matter that demands immediate and serious political attention.
What’s next: The 23rd attempt to constitute Kosovo’s parliament is expected this Thursday. The formation of a government will be key not just for domestic stability, but for unlocking EU relations at a critical juncture.
