Electric scooter ban tes Effect Monday Across Albania

Starting Monday, circulation of electric scooters on Albanian roads will be temporarily banned, the Minister of Interior Albana Koçiu announced following a meeting with the General Director of Police, Ilir Proda.
Why is this important: The decision comes amid a surge in accidents involving electric scooters. According to official data, 991 accidents were recorded nationwide in 2024, several of them fatal and many causing serious injuries. Minister Koçiu said the suspension will remain in place until a new regulatory manual outlining the rules and safety standards for scooter use is completed.
“The decision to suspend the use of electric scooters is temporary — it will remain in effect until the manual defining their criteria and use is finalized,” said Minister Koçiu.
Context: The rise in accidents has made scooter regulation an urgent public safety issue. Similar restrictions and tougher rules have already been introduced in several EU member states, including France, Germany, and Italy, which have imposed stricter licensing, helmet, and speed requirements for riders.
The Ministry of Interior plans to finalize the manual in coordination with transport authorities and municipalities, aiming to reintroduce scooters under a unified safety framework that balances innovation with road safety.
