Prime Minister Edi Rama has unveiled plans to transform the Elbasan Metallurgical Complex into a National Park for Production, Logistics, and Innovative Technology – Made in Albania. The ambitious project aims to convert the former heavy industry complex into a green space and industrial heritage site, incorporating advanced technology, clean energy initiatives, and business development opportunities.

Why is this important: The redevelopment of the 340-hectare site will revitalize a once heavily polluted industrial zone. With 70% of the land publicly owned and 30% privately owned, the transformation is expected to stimulate economic growth and create a modern hub for innovation. The park is also set to improve regional connectivity, with Rama envisioning Elbasan as an extension of Tirana’s metropolitan area. This is the latest in a series of major initiatives for Elbasan presented by the Prime Minister in recent months.

Context: During a meeting with local business representatives, Rama highlighted the park’s economic potential and emphasized the role of both the public and private sectors in realizing the transformation. He announced that the Albanian Investment Corporation (AIC) will contribute to the project, ensuring state participation alongside private investments.

Constructed in 1966 with Chinese assistance, the Elbasan Metallurgical Complex was once a centerpiece of Albania’s industrial development, producing steel and contributing significantly to the economy. However, the plant also caused severe environmental damage.

Now, with 53 businesses operating within the park, employing around 4,900 workers and generating a reported 106 billion ALL in annual turnover, the government’s revitalization plan seeks to expand economic activity while preserving the site’s historical significance.

On electoral promises: Addressing criticism that the project is an electoral promise ahead of the May 11 elections, Rama rejected the notion, claiming his government’s commitments are already guaranteed.

“Electoral promises are made by those who want to win elections. Ours are guaranteed,” he said.

He also emphasized that the plan is not merely symbolic but a strategic effort to create long-term economic growth and regional development.

What else: The redevelopment will follow a master plan crafted in collaboration with Albanian and international architects. Rama invited local businesses to contribute ideas, ensuring the plan reflects the needs of the community. The government is committed to fostering a public-private partnership to manage and operate the park.

In addition to its role as a historical and cultural site, the park will host clean energy projects, advanced production facilities, and technology hubs, positioning Elbasan as a leader in Albania’s sustainable development strategy.
