CEC proposes electronic voting in just two districts for 2025 elections

The Central Election Commission (KQZ) has proposed implementing electronic voting only in the Durrës and Elbasan districts for the upcoming parliamentary elections in 2025. Chief Commissioner Ilirjan Celibashi outlined the proposal in an official letter addressed to political parties, noting that there is insufficient time to prepare for electronic voting across five districts.

Why is this important: The introduction of electronic voting is part of an effort to modernize the electoral process in Albania. However, due to time and resource constraints, KQZ suggests a gradual rollout, focusing on districts like Elbasan and Durrës where logistical and human resource capabilities are stronger. This selective implementation could provide valuable experience and feedback for a broader application of electronic voting in future elections. A failure to execute this process smoothly could affect the credibility of the 2025 elections and Albania’s ongoing electoral reforms.

Context: In previous elections, electronic voting was trialed in Elbasan, and KQZ views this as a logical starting point for the parliamentary elections. Durrës was selected for its geographical advantages, proximity to the capital, and the ease of recruiting personnel for managing the electronic voting systems. Both districts have demonstrated a capacity for handling the logistical challenges that electronic voting presents.

Celibashi has called on political parties to provide their feedback on this proposal before October 19, 2024. This consultation will help ensure broad political support for the proposed changes and identify any remaining concerns that need to be addressed.

Conclusion: KQZ’s proposal to implement electronic voting in Durrës and Elbasan is a cautious step towards broader electoral modernization in Albania. The success of this initiative will depend on effective planning and the cooperation of political stakeholders.
