Chief Prosecutor for Saranda placed under investigation for corruption allegations

The head of the Sarandë Prosecution Office, Kledian Llaho, is under investigation for corruption and abuse of office. The Special Structure Against Corruption and Organized Crime (SPAK) alleges that Llaho engaged in corrupt practices, benefiting his father-in-law directly, while also committing illegal acts in other cases during his tenure as prosecutor and head of the Sarandë office.

Why is this important: Prosecutor Llaho passed the initial stage of Albania’s vetting process in 2022, securing confirmation in his position by a majority vote from the Independent Qualification Commission (KPK). However, the Public Commissioner appealed this decision to the Special Appeals Chamber (KPA), citing unconvincing explanations and evidence provided by Llaho regarding financial irregularities and ethical standards. The Commissioner argued that Llaho’s actions undermined public trust in justice.

The case raises questions about the vetting process itself, particularly the evaluation conducted by KPK. The fact that SPAK has now leveled corruption charges against Llaho underscores the importance of the Public Commissioner’s scrutiny and calls into question the KPK’s initial assessment.

Context: Following a decision by the Special Court Against Corruption and Organized Crime (GJKKO) in January, Llaho has been suspended from his duties. He now faces charges under the criminal offense of “Passive Corruption of Judges, Prosecutors, and Other Justice Officials.”

SPAK’s investigation, launched on January 6, alleges that Llaho sought unlawful material benefits, and undertook actions designed to directly benefit his father-in-law. Additional suspicions of misconduct involve other individuals and cases during his time in office.

In parallel, Llaho is also undergoing a disciplinary investigation by the High Inspector of Justice (ILD) for severe violations unrelated to the corruption case. The ILD is seeking a 40% salary reduction for one year due to procedural delays and failure to carry out court-ordered investigative actions. This investigation stems from a citizen’s complaint regarding delays in a 2018 criminal case at the Vlora Prosecution Office, where Llaho reportedly failed to comply with judicial orders for further concrete investigations.

The High Prosecutorial Council (KLP) is expected to rule on this disciplinary action on January 30.
