Albania proposes new law to modernize State Police by 2030

The Ministry of the Interior has proposed a new law on the State Police Law.  The draft legislation was presented today by Interior Minister Taulant Balla to the Parliamentary Committee on Economy and Finance.

The new law aims to transform the State Police into an institution that meets European Union standards by 2030.

What does it propose

The proposed amendments address several critical areas including conflict of interest, anti-corruption measures, and compliance with recommendations from GRECO (the Group of States Against Corruption) and the OSCE. Minister Balla emphasized that the current law has served its purpose well but is now due for an update to meet contemporary standards and expectations.

Balla explained that the new law represents a crucial step for Albania in fulfilling its EU accession obligations, specifically in strengthening the rule of law and democratic institutions. “This initiative will establish a solid legal framework for enhancing the State Police’s capabilities in management and ensuring an independent career path for officers,” he stated.

The law aims to address modern crime challenges, including cybercrime and money laundering, by laying the groundwork for a robust legal infrastructure to modernize public policing services. Notably, the legislation introduces reforms in recruitment, with a focus on specialization and the re-establishment of the Security Academy, which will now enroll its first batch of 100 students in a bachelor’s program.

Additionally, the new law includes provisions for dignified financial treatment for police officers, including improved payment systems. “The issue of food payments via bank cards has also been addressed,” Balla noted. The law also ensures career advancement based on performance, aligning with EU standards for law enforcement.

This proposed overhaul aims to create a well-consolidated, autonomous, and proactive law enforcement agency, reflecting Albania’s commitment to enhancing public safety and aligning with European norms.
