Albania moves to streamline implementation of international agreements with new legal amendments

The Minister for Europe and Foreign Affairs, Igli Hasani, has announced amendments to the law “On International Agreements” to address challenges faced by Albanian authorities in implementing international treaties.
Why is this significant
The proposed changes come in response to gaps identified in both previous and existing legal frameworks that did not sufficiently enable the creation of domestic regulations for the practical execution of these agreements in compliance with constitutional and international requirements.
Background
The minister explained that the draft law introduces additional provisions to enhance the existing law, with a focus on improving the operational implementation of international agreements signed by Albanian state institutions. The amendments will allow the Council of Ministers and institutional heads to issue necessary secondary legislation, detailing the rules for ensuring Albania’s obligations are effectively met.
Hasani highlighted the fact that over the years ambiguities have been observed in the implementation process, especially when agreements involve the responsibilities of multiple institutions. The proposed amendments aim to clarify institutional responsibilities and streamline the procedural aspects of treaty execution. The initiative is also aligned with Albania’s ongoing legal harmonization with the European Union framework, making international agreement implementation more efficient and accountable.
