Albania launches “Invest in Your Land” campaign to boost rural development

The Albanian government has launched a campaign to promote its “Invest in Your Land” initiative, part of the recently approved Mountains Package. The program aims to support 500 beneficiaries who will be exempt from taxes for ten years, encouraging investments in rural areas.

Why is this important: The initiative seeks to promote economic development in remote mountainous regions by legalizing and supporting investments on privately owned land without formal property titles. It is also part of a broader strategy to expand agrotourism and prepare Albania’s tourism sector for increased competition upon joining the European Union.

Context: Prime Minister Edi Rama, speaking in Shkodra, emphasized that local municipalities are identifying territories where construction will be permitted for those lacking legal ownership certificates. The goal is to balance development with environmental protection.

He also focused on the development of the agrotourism sector which has become a popular and affordable alternative to traditional hotels. However, Rama noted that once Albania joins the EU, the sector will likely shift toward higher-end experiences.

“With EU membership, agrotourism will become a luxury offer, no longer just a casual trip to eat farm-raised chicken.”

The government’s vision includes attracting elite tourists to Albania’s mountain regions by developing high-quality infrastructure and services. Rama encouraged young Albanians living abroad to return and invest, sharing the success story of Theth.

Infrastructure improvements: During his visit, Rama also inspected the Shiroka-Zogaj road project, connecting Shkodra to Montenegro. The government expects the construction to be completed by late autumn, further facilitating cross-border tourism and trade.
