WHO: Albania tops Europe in out-of-pocket healthcare spending

Albania holds the highest rate in Europe for out-of-pocket healthcare expenses, with citizens paying 59.7% of total health costs, primarily for medication. This heavy burden underscores the urgent need for increased public health funding to ease financial pressures on citizens.

Why is this important: The World Health Organization (WHO) warns that Albania’s public health financing, at just 3.3% of GDP, is far below the EU average. Gazmend Bejtja, acting head of WHO’s Tirana office, stressed during a conference that public spending should rise to at least 4.5% of GDP to reduce the financial strain on citizens.

Government response: Health Minister Albana Koçiu announced a record €1 billion health budget for 2024, with €130 million allocated to reimbursing 1,300 essential medications for 400,000 citizens. “This budget ensures access to innovative medicines and strengthens Albania’s pharmaceutical sector,” Koçiu stated.
