The Albanian Ministry of Education and the Albanian-American Development Foundation (AADF) signed a co-financing agreement for the READ program, aimed at supporting scientific research in Albanian higher education institutions and engaging diaspora academics.

Why is this important

This partnership strengthens connections between Albanian universities and diaspora academics, enhancing research capacities and integrating international expertise into the local academic environment.

Context

Education Minister Ogerta Manastirliu highlighted that the initiative creates a crucial bridge between diaspora academics and Albanian universities, bringing international experience and boosting research capabilities. The Albanian government has funded 130 scientific research projects through AKSHI, including programs in collaboration with EU countries like Austria and Italy.

Manastirliu noted that the budget for scientific research has increased by 56% compared to the previous year, with over €5 million allocated to funded projects in 2024. The AADF will manage the implementation of the READ Program, including covering costs for diaspora academics and overseeing funded projects. The first call for proposals under the READ Program was launched today, inviting academics to submit their research proposals by December 16, 2024.

Martin Mata, Co-Executive Director of AADF, announced plans for another collaborative research project with the Ministry of Education. AADF has invested over $60 million in education projects in Albania, with new initiatives underway to further elevate scientific research in Albanian universities.

The READ Program, initiated in 2021, aims to connect Albanian diaspora researchers with local universities, focusing on scientific research, Ph.D. supervision, curriculum development, and co-teaching. This latest agreement marks a deeper commitment by both institutions to jointly finance and support collaborative research projects, ensuring transparency at every stage of project evaluation and selection.
