Albanian Government accelerates property legalization process

The Albanian Government has issued a decision to expedite the legalization process for unauthorized constructions. According to this document, the entire process must be completed by 2028, involving not only the Cadaster Office but also all 61 municipalities across the country.

Why is this relevant

In Albania, unauthorized constructions carried out over the past 34 years are numerous. The process of legalizing these structures began two decades ago but remains incomplete. The recent decision aims to address this long-standing social and economic issue comprehensively and efficiently.

Context

The decision by the Council of Ministers seeks to establish special offices within municipalities that will handle all legalization requests from citizens. These offices will assist citizens in obtaining legalization permits and subsequently registering their properties as legal. Municipal employees will guide citizens through the process, helping them complete the necessary documentation, which will then be submitted to the Cadastre Office.

The move is part of a broader effort to streamline property registration and provide legal status to numerous unauthorized buildings, thereby improving urban planning and governance.
