Albania to launch nationwide property valuation in 2027 as part of new tax reform
The Albanian government will initiate a nationwide property valuation process in 2027, aiming to implement a fair and market-based property taxation system. Finance Minister Petrit Malaj made the announcement during the presentation of the “ProTAX Albania” project, confirming that two separate taxes—on buildings and land—will be introduced as part of the reform.
Why is this important: This marks a major step toward modernizing Albania’s property tax system, aligning it with European standards and boosting revenue collection. The reform is designed to ensure more equitable taxation based on real market values.
What’s planned: In 2027, a nationwide property assessment will be conducted. 2026–2027 will serve as a transition period before full implementation. By 2028, the government plans to implement market-based valuations for buildings, adjust tax rates, and introduce appropriate exemptions. In 2030, the land tax will be rolled out, based on a fully integrated system following EU models.
Malaj stressed that all municipalities must be integrated with the Fiscal Cadastre System by the end of 2026 to enable effective implementation. The reform’s objective is to increase tax revenue collection to 1% of GDP by 2028.
A draft law on property tax has already been prepared and is expected to come into force in 2028, according to Malaj.
