Government approves new construction and land protection measures

The Albanian government’s new package of measures on urban planning, development, inspection, and land protection has officially entered into force, following approval by the Council of Ministers through a normative act. Prime Minister Edi Rama, joined by Ministers Kociu and Lamallari, announced the decision during a press conference on Wednesday.

Why is this important: The new rules mark a tightening of Albania’s construction and land management framework. They introduce tougher penalties for illegal or noncompliant construction — including potential criminal prosecution and confiscation of properties — and aim to curb long-standing abuses in the sector.

Context: The government has also launched a “blacklist” for builders and architects involved in projects that deviate from approved designs. From now on, developers cannot hand over new apartments unless the building has received a final usage certificate, or they will face harsh sanctions.

Under the new amendments, court suspensions will no longer automatically block enforcement when a violation is detected. Rama said this measure was essential to stop manipulation of legal loopholes that have long delayed enforcement.

Inspectors who ignore violations or participate in illegal activities will face punishment, while all public spaces will be digitally registered and construction permits recorded in the National Electronic Register.

What else: Rama defended his decision to publicly comment on court rulings affecting public interest, saying he will not remain silent in the face of what he views as misuse of judicial discretion.
