Judicial appointments council proposes three candidates for the Constitutional Court

The Judicial Appointments Council (KED) has submitted to the High Court the three highest-ranked candidates to replace Holta Zaçaj in the Constitutional Court.
Why is this important: The High Court must now elect Zaçaj’s successor in a special meeting. This decision is crucial for maintaining the full composition of the Constitutional Court, a key institution in Albania’s justice system and EU integration process.
Context:
The candidates proposed by KED are:
- Asim Vokshi – current High Court judge, ranked first with 89.5 points
- Naureda Llagami – former Chair of the High Judicial Council, ranked second with 89.3 points
- Florian Ballhysa – former Public Commissioner, ranked third with 77.83 points
The High Court meeting will be valid if at least three-quarters of its judges are present. The winning candidate must secure three-fifths of the votes. If none of the candidates reaches the required majority, the first-ranked candidate — in this case, Asim Vokshi — will automatically be considered elected.
Next steps: The High Court is expected to hold the special session soon to complete the vote and restore the Constitutional Court to full capacity.
